Tampa is a working city of about 400,000 people at the head of a long shallow bay on Florida's Gulf coast, and it is the half of the Tampa Bay area that is not about beaches. It has the best preserved Cuban and Spanish immigrant quarter in the United States, a riverwalk that turned its downtown around, and a bay whose shape makes it one of the most storm-surge-exposed cities in the country.

What Is Here
YBOR CITY IS THE REASON TO COME AND IT IS NOT IN OUR PHOTOGRAPHS, which we would rather say than imply a set we do not hold. Vicente Martinez Ybor moved his cigar operation here from Key West in 1885 and built a company town that drew Cuban, Spanish, Italian and Romanian Jewish workers, and by 1900 this district was producing hundreds of millions of hand-rolled cigars a year. It is a NATIONAL HISTORIC LANDMARK DISTRICT, one of only three in Florida, with brick streets, wrought iron balconies, the social clubs each immigrant community built, and the YBOR CITY MUSEUM STATE PARK in an old bakery. THE JOSE MARTI PARK on 8th Avenue is legally OWNED BY THE REPUBLIC OF CUBA, deeded in 1956, which makes it a small piece of Cuban sovereign soil in Florida. Cigars are still rolled by hand in a few shops. The district is also the city's main nightlife strip, so it is two different places by day and after eleven.
THE TAMPA RIVERWALK IS THE SECOND IMAGE AND IT IS THE BEST THING THE CITY BUILT. Two and a half miles of continuous waterfront path along the Hillsborough River, linking the convention centre, Curtis Hixon Park, the Florida Museum of Photographic Arts, the TAMPA MUSEUM OF ART, the Straz Center and SPARKMAN WHARF, with water taxis working the river. It is free, flat, shaded in places and busy in the evening.
THE HENRY B PLANT MUSEUM IS A HOTEL THAT LOOKS LIKE NOWHERE ELSE IN AMERICA. Plant built the Tampa Bay Hotel in 1891 with thirteen silver minarets, Moorish Revival arches and a quarter-mile veranda, filling it with furniture bought on European buying trips. It is now part of the University of Tampa and one wing is preserved as the museum, and THE MINARETS ARE THE CITY'S REAL SKYLINE even though the photographs in this post show the modern towers instead.
THE FLORIDA AQUARIUM at Channelside is genuinely good and runs wild dolphin cruises on the bay. THE TAMPA THEATRE is a 1926 atmospheric picture palace with a ceiling of fake stars, still showing films. And ZOOTAMPA at Lowry Park has one of the few manatee critical care centres in the state, which is the part worth seeing.
BUSCH GARDENS IS ALSO ABSENT FROM OUR PHOTOGRAPHS AND IS THE OTHER THING MOST VISITORS COME FOR. It is a large theme park with a serious animal collection and the biggest roller coaster concentration in Florida outside Orlando, about ten miles north east of downtown. We mention it rather than show it.
GASPARILLA IS THE LOCAL FESTIVAL AND IT IS ENORMOUS. On a Saturday in late January a flotilla led by a replica pirate ship invades the city and a parade of several hundred thousand people follows along Bayshore Boulevard. BAYSHORE ITSELF IS WORTH A WALK ANY DAY: it claims the longest continuous sidewalk in the world at about four and a half miles along the water, past the old mansions of Hyde Park.
THE THIRD IMAGE IS THE DOWNTOWN TOWERS IN BLACK AND WHITE, and the honest note about our set is that three of the seven attributable frames of this city are aerial views of that same skyline, so we have deliberately taken one aerial, one ground-level harbour frame and one monochrome rather than three versions of the same photograph.
When to Go
LATE OCTOBER to APRIL, without much argument. 70F to 80F, low humidity, little rain.
JANUARY AND FEBRUARY are the driest and coolest, with Gasparilla in late January filling every hotel.
MARCH AND APRIL bring spring training baseball and the best balance of weather and open water.
JUNE TO SEPTEMBER IS HOT, HUMID AND STORMY. Heat indices above 100F, afternoon thunderstorms almost daily, and a city of brick and asphalt that holds it. Ybor's brick streets at three in the afternoon in August are genuinely punishing.
HURRICANE SEASON RUNS 1 JUNE TO 30 NOVEMBER AND TAMPA BAY'S GEOMETRY IS THE PROBLEM. The bay is wide, long and shallow, so a storm passing to the north drives the Gulf into it and the water has nowhere to go; emergency planners have called this one of the most surge-vulnerable metropolitan areas in the United States for decades. IN AUTUMN 2024 HURRICANES HELENE AND MILTON ARRIVED WITHIN TWO WEEKS: Helene flooded low-lying areas around the bay without making landfall nearby, and Milton came ashore just to the south. This is current rather than historical.
Getting There
TAMPA INTERNATIONAL, TPA, is five miles west of downtown, is routinely rated among the best airports in the United States, and is a fifteen-minute ride in. There is no rail link from it.
Amtrak serves Tampa Union Station, a handsome 1912 building, with the Silver Star and a connecting bus network, and the service is slow but real.
By car, I-275, I-75 and I-4 meet here. St Petersburg is 25 minutes across the bay, Clearwater 30 minutes, Orlando 90 minutes east, Sarasota an hour south, Miami four and a half hours.
You want a car, and the exceptions are worth knowing. The TECO LINE STREETCAR IS FREE and runs from downtown through Channelside to Ybor City, which covers three of this post's main districts without a vehicle. The Riverwalk and the water taxis cover the rest of the centre. Busch Gardens, the zoo and the beaches all need wheels, and note that the beaches are in St Petersburg and Clearwater rather than in Tampa, which surprises first-time visitors: THERE IS NO GULF BEACH IN THE CITY OF TAMPA.
Is Tampa Safe for Women?
The FCDO publishes no advised-against areas anywhere in the United States and no country-level warning. Its guidance concentrates on the practical differences a British visitor meets: entry requirements and ESTA, the cost of healthcare without insurance, extreme weather including hurricanes on the Atlantic and Gulf coasts between June and November, and wildfire and heat risk in the west and south-west.
Tampa's violent crime rate is close to the American average for a city of its size and is concentrated in particular residential neighbourhoods well away from the districts in this post. Downtown, the Riverwalk, Channelside, Hyde Park, Seminole Heights, Davis Islands and Bayshore are all comfortable and ordinary places to walk by day, and downtown and the Riverwalk stay busy in the evening. YBOR CITY IS THE ONE SPECIFIC: by day it is a quiet historic district and after about eleven at night 7th Avenue is the metro area's main drinking strip, with the usual late-weekend problems of one, so take a rideshare or the streetcar home rather than walking to a car parked some streets away.
STORM SURGE IS THE DEFINING RISK HERE AND IT IS A FUNCTION OF THE BAY'S SHAPE RATHER THAN OF ANY ONE STORM. A broad shallow bay funnels water, so a hurricane that never makes landfall nearby can still push several feet of Gulf into the city, which is what Helene did in 2024. HILLSBOROUGH COUNTY EVACUATES BY ZONE, the islands and the low-lying waterfront go first, and AN EVACUATION ORDER IS AN ORDER rather than advice. Between June and November keep emergency alerts on, ask at check-in which zone the hotel is in, keep flights flexible and carry insurance that covers weather disruption.
FLORIDA HAS THE HIGHEST LIGHTNING DEATH RATE IN THE UNITED STATES AND THIS IS THE MOST ACTIVE CORRIDOR IN IT. The strip between Tampa and the Atlantic coast is routinely called Lightning Alley and storms build most summer afternoons. When thunder sounds, get inside a building or a hard-topped vehicle rather than under a tree or an awning, and wait thirty minutes after the last thunder. The Riverwalk, Bayshore and the aquarium's outdoor areas are all exposed.
THE HEAT AND HUMIDITY TOGETHER defeat the body's own cooling, so plan the outdoor half of a summer day before eleven and use the museums, the theatre and the aquarium for the afternoon.
ASSUME EVERY FRESHWATER POND, CANAL, RIVER EDGE AND GOLF HAZARD HOLDS ALLIGATORS, which on the Hillsborough River includes stretches close to the city. Swim in a pool or the Gulf only, never at dawn or dusk by fresh water, and keep dogs back from the bank.
MOSQUITOES ARE SERIOUS NEAR THE WATER from spring to autumn, and FLORIDA IS A PERMITLESS-CARRY STATE.
The Tampa Packing List
Subtropical humidity, strong sun, daily summer storms, heavy air conditioning and a short mild winter with occasional cold snaps.
Our merino base layers are 100% Australian merino at 17.5 micron, and a long sleeve merino wool base layer for women answers the actual rhythm of a Tampa day rather than the one you expect: humid 92F on Ybor's brick, three hours in a museum or a 1926 picture palace cooled to 70F, then back out to a riverwalk evening. Fine wool carries sweat off the skin instead of holding it, does not smell at the end of it, and takes the chill off the indoor half without a second garment. In January, when a front can drop the night into the 40s, add a heavyweight merino base layer.
A long sun hoodie and a wide brim UPF sun hat for Bayshore, the Riverwalk and a day on the bay, none of which have much shade.
A Marmot PreCip Eco rain jacket for the afternoon squalls and a large insulated water bottle, which in a Florida summer is not optional.
Comfortable walking shoes for Ybor's brick, two and a half miles of riverwalk and four and a half miles of Bayshore sidewalk if you take it on.
Not linked and worth packing: EMERGENCY ALERTS ENABLED between June and November, which is the most important item on this list; A LIGHT LAYER FOR INDOORS all summer, because Florida air conditioning is set for people who work in it; AN UMBRELLA IS USELESS in a squall and a poncho is not; SUNSCREEN; AND SOME CASH FOR YBOR, where a couple of the older cigar shops and bars still prefer it. The US is almost entirely card-based with tipping at 18 to 20 per cent.
Recommended Tours and Experiences
Essential Resources for Women in Tampa
Emergency numbers: 911 for police, ambulance and fire, free from any phone including a locked mobile. Calls are answered locally and dispatchers will stay on the line. For non-urgent police matters many cities also run a 311 information line.
YBOR CITY IS A NATIONAL HISTORIC LANDMARK DISTRICT, one of only three in Florida, built from 1885 as a cigar company town for Cuban, Spanish, Italian and Romanian Jewish workers, and JOSE MARTI PARK ON 8TH AVENUE IS LEGALLY OWNED BY THE REPUBLIC OF CUBA, deeded in 1956. It is a quiet historic district by day and the metro area's main drinking strip after about eleven at night, so ride rather than walk back to a distant car. THE TECO LINE STREETCAR IS FREE from downtown through Channelside to Ybor. THERE IS NO GULF BEACH IN THE CITY OF TAMPA: the beaches are in St Petersburg and Clearwater, 25 to 30 minutes away. STORM SURGE IS THE DEFINING RISK AND IT IS THE BAY'S SHAPE RATHER THAN ANY ONE STORM: a broad shallow bay funnels water, so a hurricane that never lands nearby can still push several feet into the city, which is what HELENE DID IN SEPTEMBER 2024 before MILTON came ashore just south two weeks later. HILLSBOROUGH COUNTY EVACUATES BY ZONE with the islands and low waterfront first, and AN EVACUATION ORDER IS AN ORDER: between 1 June and 30 November keep emergency alerts on, ask which zone your hotel is in, and carry weather-inclusive insurance. FLORIDA HAS THE HIGHEST LIGHTNING DEATH RATE IN THE UNITED STATES and the Tampa corridor is the most active part of it, so when thunder sounds get inside a building or a hard-topped vehicle and wait thirty minutes; the Riverwalk and Bayshore are exposed. HEAT AND HUMIDITY TOGETHER defeat the body's cooling, so do outdoor things before eleven. ASSUME EVERY FRESHWATER POND, CANAL AND RIVER EDGE HOLDS ALLIGATORS, including stretches of the Hillsborough River near the city. GASPARILLA in late January brings several hundred thousand people to Bayshore and fills every hotel. Florida is a permitless-carry state.
US State Department travel advisory: there is none, and this is not an omission. The State Department issues travel advisories for other countries, not for the United States itself, so no US advisory for this destination exists to link. In its place, the Government of Canada advice for the United States gives an equivalent third-country assessment.
UK FCDO travel advice: gov.uk/foreign-travel-advice/usa, and read the safety and security page rather than only the landing page, because that is where the substance sits. The FCDO names no advised-against areas anywhere in the United States. The same advice also covers Puerto Rico, the US Virgin Islands, Guam, American Samoa and the Northern Mariana Islands.
Main hospital: Tampa General Hospital on Davis Islands is the region's Level I trauma centre with a 24 hour emergency department, and AdventHealth Tampa and St Joseph's Hospital are the other major ones. Dial 911 for police, ambulance or fire, and note that AN EMERGENCY ON THE WATER goes through 911 to the United States Coast Guard, or VHF channel 16, rather than a land ambulance, which is the call from a boat or the bay shore. This is the single biggest practical difference for a visitor: there is no public health system, an emergency room visit without insurance can run into thousands of dollars, and an ambulance is billed separately and is not free. Comprehensive travel insurance with a high medical limit is not optional in the United States, and you should carry your policy number and the insurer's 24 hour number somewhere you can reach them. Urgent care clinics handle anything short of an emergency far more cheaply and quickly than an emergency room, and are the right choice for a sprain, an infection or stitches.
Official health authority: the CDC travellers' health pages, the US federal health authority for visitors. covers the US public health guidance, with the National Hurricane Center the authority for storm tracks and surge forecasts and the National Weather Service for lightning and heat advisories
Embassy contact: the United States is the host country, so there is no US embassy to contact. Your own country's embassy is in Washington DC, with consulates in New York, Los Angeles, Chicago, Houston, San Francisco, Miami and Boston. Find yours before you travel and save the number.
Official tourism authority: Brand USA, the national tourism marketing body. covers Tampa and Florida visitor information, with Hillsborough County Emergency Management the authority for evacuation zones and orders
Takeaways
Ybor City is the reason to come, and the streetcar there is free.
There is no beach in Tampa. The beaches are across the bay.
Know your evacuation zone. The bay's shape is the risk, not the forecast track.
Do the outdoor half before eleven in summer.
Solo women safety assessment: Tampa is a straightforward city to visit alone, and the free streetcar plus the Riverwalk make its three main visitor districts reachable without a car, which is unusual for a Florida city. Violent crime sits close to the American average for a city of this size and is concentrated in residential neighbourhoods a visitor has no reason to enter; downtown, the Riverwalk, Channelside, Hyde Park, Seminole Heights, Davis Islands and Bayshore are all ordinary places for a woman to walk by day, and downtown and the Riverwalk stay busy in the evening. The one specific is Ybor City, which is a quiet brick-street historic district by day and the metro area's main drinking strip after about eleven at night, with the usual late-weekend problems that implies, so take the streetcar or a rideshare rather than walking back to a car parked a few blocks out. 911 REACHES POLICE, AMBULANCE AND FIRE, Tampa General on Davis Islands is the region's Level I trauma centre, and an emergency on the water reaches the Coast Guard through 911 or VHF 16. THE SERIOUS RISKS HERE ARE WEATHER AND THE FIRST ONE IS STRUCTURAL RATHER THAN SEASONAL. Tampa Bay is broad, long and shallow, which means it funnels the Gulf into the city, and emergency planners have ranked this among the most storm-surge-exposed metropolitan areas in the United States for decades; in autumn 2024 Helene flooded low-lying areas around the bay without even making landfall nearby. So between June and November the useful preparation is specific: know which evacuation zone your hotel sits in, keep emergency alerts on, and treat an order to leave as an order. The second is lightning, because this corridor is the most active in the country, and the right response when thunder starts is a building or a hard-topped car rather than an awning. The third is simply heat with humidity, which is why the outdoor half of a summer day belongs before eleven.
Reading On
Tampa and St Petersburg face each other across the bay twenty-five minutes apart, so the St Petersburg packing list is the companion to this post and the two split a trip naturally, the Cuban quarter and the river here, the galleries and the white sand there. Inland, the Orlando packing list is ninety minutes east. Across the peninsula, the St Augustine packing list covers the oldest city on the Atlantic side, and south the Miami packing list and the Fort Lauderdale packing list carry the south east coast, with the Key West packing list at the end of the road. For another American city built by Cuban exiles, the New Orleans packing list is the nearest comparison in the library for immigrant-quarter character and Gulf humidity. For the country, the United States travel guide for women carries the transport, the health insurance question and the regions in full. For why fine wool handles humid brick streets and a cooled picture palace in one shirt, read the guide to merino wool base layers for women. Every destination we cover is indexed at the travel packing guide for women, and the base layers are at the Roman Trail collection.
