Packing List for Oakland, California: What Women Should Bring

Exterior shot of the Fox Theater marquee in Oakland, California featuring upcoming events.

Oakland is a city of about 440,000 people on the eastern shore of San Francisco Bay, twelve minutes from downtown San Francisco by train, and it is nobody's suburb. It has one of the most diverse populations in the United States, a food scene that Bay Area residents will tell you beats the one across the water, a tidal lagoon in the middle of it, and groves of old-growth coast redwoods inside the city limits.

Oakland Has Better Weather Than San Francisco, Which Nobody Expects

THE FOG STOPS AT THE WATER AND THAT CHANGES THE PACKING LIST. San Francisco's summer fog is pulled through the Golden Gate and sits over the western city, which is why July there can be 58F and grey all day. OAKLAND SITS IN ITS LEE: summers here are commonly ten to fifteen degrees warmer and sunnier, with 75F to 80F afternoons where the city across the bay is in cloud. The hills behind Oakland are warmer still. SO PACK FOR OAKLAND, NOT FOR THE POSTCARD OF SAN FRANCISCO, and if you are doing both, carry the layer for the fog rather than dressing for it. The San Francisco packing list covers the other side, and this is the single most useful difference between the two.

What Is Here

LAKE MERRITT IS THE CENTRE OF THE CITY'S LIFE AND IT IS FREE. A tidal lagoon with a 3.4-mile paved loop around it, the first official wildlife refuge in the United States, designated in 1870, and on a warm weekend it is one of the great American people-watching walks: drummers, skaters, picnics, boats, birdlife. The Gardens at Lake Merritt and the Children's Fairyland, a 1950 storybook park that Walt Disney visited before building his own, sit on the north shore.

THE FOX AND THE PARAMOUNT ARE TWO OF THE FINEST THEATRES IN AMERICA AND BOTH ARE WORKING VENUES. The 1928 FOX THEATER, the hero image, is a restored Hindu-Moorish fantasy now the city's main live music hall; the 1931 PARAMOUNT THEATRE is a complete art deco interior, a National Historic Landmark, home to the Oakland Symphony and Ballet, and IT RUNS CHEAP GUIDED TOURS ON SET MORNINGS EACH MONTH, which is the best-value hour in the Bay Area and needs no booking beyond turning up.

THE OAKLAND MUSEUM OF CALIFORNIA IS THE ONE MUSEUM TO MAKE TIME FOR, with galleries on California art, history and natural science and an unusually good job of telling the state's story honestly, including the parts about dispossession and migration. ITS FRIDAY NIGHT EVENT with food trucks and music is a local institution.

A street view in Oakland's Chinatown featuring shops, parked cars, and a clear sky.

OAKLAND'S CHINATOWN IS THE SECOND IMAGE AND IT IS A WORKING NEIGHBOURHOOD RATHER THAN AN ATTRACTION. Older than much of the city, centred on 8th and Webster, with produce spilling onto the pavements, Cantonese and Vietnamese kitchens and almost no souvenir trade. It is the opposite of the Chinatown across the bay in exactly the way locals mean when they talk about Oakland.

THE FOOD IS THE REASON TO BE HERE AND IT IS SPREAD ACROSS NEIGHBOURHOODS. TEMESCAL and Telegraph Avenue, ROCKRIDGE and College Avenue, PIEDMONT AVENUE, UPTOWN and FRUITVALE for the best Mexican food in the region. SWAN'S MARKET and the Emeryville Public Market are the food halls, and Oakland's farmers market at Jack London Square on a Sunday is enormous.

THERE ARE OLD-GROWTH REDWOODS IN THE CITY, WHICH ALMOST NO VISITOR KNOWS. REDWOOD REGIONAL PARK and Joaquin Miller Park in the hills hold coast redwoods, including trees descended from a grove so tall that nineteenth-century ships used it as a navigation mark from out at sea. THE EAST BAY REGIONAL PARK DISTRICT runs 125,000 acres of it, free, with real hiking twenty minutes from downtown, and the CHABOT SPACE AND SCIENCE CENTER sits up there with public telescope evenings on clear Friday and Saturday nights.

JACK LONDON SQUARE on the waterfront holds Heinold's First and Last Chance Saloon, an 1883 bar built from a whaling ship where London drank and studied, with a floor that still slopes from the 1906 earthquake. THE THIRD IMAGE IS THE PORT BEHIND IT: Oakland is one of the busiest container ports on the west coast and its cranes, which reportedly inspired the AT-AT walkers in Star Wars, are the city's skyline from the water.

THE HISTORY IS PRESENT AND WORTH READING BEFORE YOU COME. The BLACK PANTHER PARTY was founded in Oakland in 1966, the city was a terminus of the Great Migration and a centre of wartime shipbuilding that drew tens of thousands of Black workers west, and both the Panthers' legacy and the current displacement of long-standing Black residents by Bay Area housing costs are live subjects here. Guided Black Panther history walking tours run from West Oakland.

ALSO: FIRST FRIDAYS, a monthly street festival on Telegraph; the Fruitvale DIA DE LOS MUERTOS festival, which is among the largest in the country; and the ferry from Jack London Square to San Francisco, which is slower than BART and much nicer.

When to Go

ANY TIME, which is true of very little in this library. Oakland's Mediterranean climate is mild all year: 60F in January, 75F in September, with almost no humidity.

SEPTEMBER and OCTOBER are the best months, warm, clear and the Bay Area's real summer, after the fog season ends.

MAY and JUNE are lovely and are when the hills are still green.

WINTER IS THE WET SEASON, from November to March, with most of the year's rain arriving in a handful of ATMOSPHERIC RIVER storms that can be genuinely heavy, and mild temperatures between them. Nothing closes.

JULY AND AUGUST ARE THE FOG MONTHS AND OAKLAND MOSTLY ESCAPES THEM, which is the inversion in the section above. The hills can also get a brief heat spike into the 90s when the wind turns offshore, and those are the days with wildfire risk.

Getting There

OAKLAND INTERNATIONAL, OAK, is about ten miles south, small and genuinely pleasant, and THE BART CONNECTOR RUNS FROM THE TERMINAL TO COLISEUM STATION in a few minutes, putting you downtown in twenty. SAN FRANCISCO INTERNATIONAL, SFO, is across the bay and is also on BART, about 50 minutes to downtown Oakland with a change.

BART IS THE WHOLE POINT AND IT IS WHY OAKLAND MAKES THE BETTER BASE. Twelve to fifteen minutes under the bay from 12th Street or 19th Street to downtown San Francisco, running late, with Oakland hotel prices at a fraction of San Francisco's. Berkeley is two stops north.

Amtrak's Capitol Corridor and Coast Starlight call at Jack London Square and the Emeryville station, which is the Bay Area's real long-distance rail hub, with a free shuttle to San Francisco.

DO NOT RENT A CAR UNLESS YOU ARE LEAVING THE BAY AREA, and read the safety section before you park one anywhere. BART, AC Transit, the free Broadway Shuttle downtown and the ferry cover everything in this post except the hill parks, which are a short rideshare.

Is Oakland Safe for Women?

The FCDO publishes no advised-against areas anywhere in the United States and no country-level warning. Its guidance concentrates on the practical differences a British visitor meets: entry requirements and ESTA, the cost of healthcare without insurance, extreme weather including hurricanes on the Atlantic and Gulf coasts between June and November, and wildfire and heat risk in the west and south-west.

Oakland's reputation is worse than the experience of visiting it, and the honest version is specific rather than reassuring. Violent crime here is above the American average and is heavily concentrated in residential parts of EAST OAKLAND and WEST OAKLAND, is largely between people who know each other and is not directed at visitors. The districts in this post, Uptown, downtown, Lake Merritt, Rockridge, Temescal, Piedmont Avenue, Grand Lake, Jack London Square and the hill parks, are ordinary places to walk by day, and Uptown, Rockridge and Grand Lake are comfortable in the evening. DOWNTOWN EMPTIES AFTER OFFICE HOURS and parts of it, particularly around some BART stations and towards West Oakland, feel bleak late at night, so ride rather than walk between districts after about ten.

PROPERTY CRIME IS THE REAL ISSUE AND IT IS NOT AN EXAGGERATION: THE CAR BREAK-IN RATE HERE IS AMONG THE HIGHEST IN THE UNITED STATES. Locals call it getting bipped, and the rule they follow is absolute and it is the single most useful paragraph in this post. LEAVE NOTHING IN A PARKED CAR. Not in the boot, not under a seat, not a phone charger, not an empty bag, not a jacket. Many residents leave the glovebox visibly open to show there is nothing worth breaking a window for. THIS APPLIES IN DAYLIGHT, IN BUSY STREETS, AT TRAILHEADS IN THE HILLS AND IN HOTEL GARAGES, and it applies in the first two minutes after you park. If you have a rental, take your luggage with you or do not stop. PHONE SNATCHING near BART entrances and at traffic lights is the other one, so do not stand at a kerb with a phone held out.

THE HAYWARD FAULT RUNS DIRECTLY UNDER THIS CITY AND IT IS CONSIDERED ONE OF THE MOST DANGEROUS IN THE UNITED STATES. It passes beneath the Oakland hills and through the East Bay's built-up areas, it has a history of significant earthquakes at intervals shorter than the time since its last one in 1868, and the United States Geological Survey treats a major rupture on it as among the likeliest damaging quakes in the country. The 1989 LOMA PRIETA earthquake, on a different fault, collapsed Oakland's Cypress Street Viaduct and killed 42 people on it. NOTHING ABOUT THIS SHOULD CHANGE A TRIP. What it should change is that you know the drill: DROP, COVER AND HOLD ON, under a table if there is one, away from windows, and DO NOT RUN OUTSIDE, because falling glass and masonry land there. Expect aftershocks, and know where the stairs are in a tall hotel.

WILDFIRE IN THE HILLS IS THE OTHER LOCAL HAZARD AND IT HAS KILLED PEOPLE HERE. The OAKLAND HILLS FIRESTORM OF OCTOBER 1991 killed 25 people and destroyed about 3,000 homes in a residential neighbourhood in a single afternoon, driven by hot offshore winds through eucalyptus. Fire season runs roughly June to November and peaks in the dry autumn. On a RED FLAG WARNING day, stay out of the hill parks, and in late summer and autumn WILDFIRE SMOKE from fires elsewhere in California can make the air genuinely unhealthy for days.

HOMELESSNESS IS HIGHLY VISIBLE HERE, including large encampments near freeways and some BART stations. It is distressing rather than dangerous and is a housing failure rather than a safety one.

The Oakland Packing List

A mild Mediterranean climate with a twenty-degree daily swing, cold evenings in every month, dry summers and wet winters.

Our merino base layers are 100% Australian merino at 17.5 micron, and a long sleeve merino wool base layer for women is the correct Bay Area garment for a reason that has nothing to do with cold: the daily temperature swing here is around twenty degrees in every season, a 78F afternoon at Lake Merritt becomes a 55F evening on the same street, and if you cross to San Francisco you add a fog layer on top of that. One wool layer under whatever else you are wearing covers all three, which is why locals dress in layers rather than in outfits.

A Columbia Fast Trek II fleece, which you will want nearly every evening of the year, and a Marmot PreCip Eco rain jacket for the atmospheric river storms between November and March, when the rain arrives all at once.

Walking shoes with grip, because the Lake Merritt loop is 3.4 miles, the hill parks are real trails on steep duff, and Oakland's streets are hillier than they look from the flats.

A wide brim UPF sun hat for the hills and the lake, where the California sun is strong even at 70F.

Not linked and worth packing: A SMALL BAG YOU CAN CARRY EVERYTHING IN, so you never have to leave anything in a car, which on this list is a safety item rather than a convenience; A PHONE GRIP OR SOMETHING THAT MAKES SNATCHING HARDER; AN N95 MASK IF YOU ARE COMING IN LATE SUMMER OR AUTUMN, for wildfire smoke days, which our registry has no entry for; AND A CLIPPER CARD OR CONTACTLESS for BART, which takes both. The US is almost entirely card-based with tipping at 18 to 20 per cent.

Essential Resources for Women in Oakland

Emergency numbers: 911 for police, ambulance and fire, free from any phone including a locked mobile. Calls are answered locally and dispatchers will stay on the line. For non-urgent police matters many cities also run a 311 information line.

LEAVE NOTHING IN A PARKED CAR. NOTHING. Oakland's car break-in rate is among the highest in the United States, locals call it getting bipped, and it happens in daylight, on busy streets, at hill trailheads, in hotel garages and within minutes of parking; many residents leave the glovebox visibly open to prove the car is empty. Take your luggage with you or do not stop. PHONE SNATCHING near BART entrances and at traffic lights is the other common crime. THE HAYWARD FAULT RUNS DIRECTLY UNDER THIS CITY and the United States Geological Survey treats a major rupture on it as among the likeliest damaging earthquakes in the country; its last was in 1868, and the 1989 Loma Prieta quake collapsed Oakland's Cypress Street Viaduct, killing 42 people. If the ground moves, DROP, COVER AND HOLD ON away from windows and DO NOT RUN OUTSIDE. THE OAKLAND HILLS FIRESTORM OF OCTOBER 1991 KILLED 25 PEOPLE and destroyed about 3,000 homes in one afternoon; fire season runs roughly June to November and peaks in the dry autumn, so stay out of the hill parks on a RED FLAG WARNING day, and expect WILDFIRE SMOKE from distant fires to make the air unhealthy for days at a time in late summer. OAKLAND IS WARMER AND SUNNIER THAN SAN FRANCISCO because the fog stops at the water, commonly by ten to fifteen degrees in summer, so pack for here and carry a layer for there. BART RUNS TO DOWNTOWN SAN FRANCISCO IN TWELVE TO FIFTEEN MINUTES and the airport connector reaches the terminal in a few. VIOLENT CRIME IS CONCENTRATED IN PARTS OF EAST AND WEST OAKLAND, away from anywhere in this post; downtown empties after office hours, so ride rather than walk between districts after about ten. THE PARAMOUNT THEATRE RUNS CHEAP TOURS ON SET MORNINGS EACH MONTH. THERE ARE OLD-GROWTH COAST REDWOODS IN REDWOOD REGIONAL PARK, free, twenty minutes from downtown.

US State Department travel advisory: there is none, and this is not an omission. The State Department issues travel advisories for other countries, not for the United States itself, so no US advisory for this destination exists to link. In its place, the Government of Canada advice for the United States gives an equivalent third-country assessment.

UK FCDO travel advice: gov.uk/foreign-travel-advice/usa, and read the safety and security page rather than only the landing page, because that is where the substance sits. The FCDO names no advised-against areas anywhere in the United States. The same advice also covers Puerto Rico, the US Virgin Islands, Guam, American Samoa and the Northern Mariana Islands.

Main hospital: Highland Hospital on East 31st Street is Alameda County's Level I trauma centre with a 24 hour emergency department, and Alta Bates Summit Medical Center on Hawthorne Avenue is the other major one. Dial 911 for police, ambulance or fire, and note that EARTHQUAKE INFORMATION comes from the United States Geological Survey and WILDFIRE AND RED FLAG WARNINGS from Cal Fire and the National Weather Service rather than 911, which is for emergencies in progress. This is the single biggest practical difference for a visitor: there is no public health system, an emergency room visit without insurance can run into thousands of dollars, and an ambulance is billed separately and is not free. Comprehensive travel insurance with a high medical limit is not optional in the United States, and you should carry your policy number and the insurer's 24 hour number somewhere you can reach them. Urgent care clinics handle anything short of an emergency far more cheaply and quickly than an emergency room, and are the right choice for a sprain, an infection or stitches.

Official health authority: the CDC travellers' health pages, the US federal health authority for visitors, covers the US public health guidance, with the United States Geological Survey the authority for earthquake information and Cal Fire and the National Weather Service for red flag warnings and air quality

Embassy contact: the United States is the host country, so there is no US embassy to contact. Your own country's embassy is in Washington DC, with consulates in New York, Los Angeles, Chicago, Houston, San Francisco, Miami and Boston. Find yours before you travel and save the number.

Official tourism authority: Brand USA, the national tourism marketing body, covers Oakland and California visitor information, with the East Bay Regional Park District the authority for the hill parks, the redwood groves and fire closures

Takeaways

Leave nothing in a parked car, ever, even for two minutes.

Oakland is warmer and sunnier than San Francisco, and far cheaper to sleep in.

Walk Lake Merritt, and go up to the redwoods.

Learn the earthquake drill. Drop, cover, hold on, and stay inside.

Solo women safety assessment: Oakland is a better city to visit alone than its reputation suggests, and the useful version of that is specific rather than reassuring. Uptown, downtown by day, Lake Merritt, Rockridge, Temescal, Piedmont Avenue, Grand Lake and Jack London Square are ordinary places for a woman to walk, and Uptown, Rockridge and Grand Lake are comfortable in the evening with people about. The city's violent crime is above the American average and is heavily concentrated in residential parts of East and West Oakland, largely between people who know each other and not aimed at visitors; what a traveller needs to know is that downtown empties once the offices close and parts of it feel bleak late, particularly near some BART stations, so ride rather than walk between districts after about ten at night. THE SINGLE MOST IMPORTANT PRACTICAL FACT IS ABOUT CARS AND IT IS NOT OVERSTATED: the break-in rate here is among the highest in the country, it happens in daylight on busy streets and at hill trailheads within minutes of parking, and the rule residents follow is to leave absolutely nothing in the vehicle, boot included, with the glovebox left open to prove it. If you have a rental with luggage in it, do not stop anywhere you would not take the bags. Phone snatching near BART entrances is the other one. 911 REACHES POLICE, AMBULANCE AND FIRE, and Highland Hospital is the county's Level I trauma centre. TWO HAZARDS NO ADVISORY MENTIONS deserve calm attention rather than worry: the Hayward Fault runs directly beneath this city and is among the most dangerous in the United States, so learn the drop, cover and hold on drill and know not to run outside; and the hills burn, as 25 people discovered fatally in October 1991, so avoid them on red flag days and expect smoke in the autumn.

Reading On

Oakland is the better-value half of a Bay Area trip and the comparison is the point, so the San Francisco packing list is the companion to this post, twelve minutes away under the bay and a different climate on the same afternoon. North across the Golden Gate, the Sausalito packing list covers the ferry town and the headlands. South, the Monterey packing list is two hours down the coast for the aquarium and the bay, and the Big Sur packing list carries the coast road beyond it. East, the Yosemite packing list is three and a half hours away, with the Mammoth Lakes packing list on the far side of the Sierra and the Lake Tahoe packing list three hours north east. For the country, the United States travel guide for women carries the transport, the health insurance question and the regions in full. For why one wool layer handles a twenty-degree daily swing and a bay crossing into fog, read the guide to merino wool base layers for women. Every destination we cover is indexed at the travel packing guide for women, and the base layers are at the Roman Trail collection.
