Ooty, officially Udhagamandalam, sits at around 2,240 metres in the Nilgiri hills where Tamil Nadu, Kerala and Karnataka meet. The British built it in the 1820s as the summer capital of the Madras Presidency, planted it with eucalyptus and tea, and filled it with the kind of architecture that looks transplanted: a stone church of 1829, a botanical garden of 1848, a racecourse and a boating lake. Indians have been coming for the same reason ever since, which is that it is cold.

The Nilgiri Mountain Railway, a metre gauge line that climbs from Mettupalayam using a rack and pinion system on the steepest sections, is a UNESCO World Heritage Site and takes around five hours to cover 46 kilometres. Pack for cold that visitors to southern India do not anticipate, and for a great deal of rain.
What Makes Ooty Different to Pack For
It is genuinely cold, in Tamil Nadu
Summer, April to June, runs 10°C to 25°C. Winter, December to February, runs 0°C to 21°C and frost is common at night, with occasional reports of temperatures below freezing. That is a thirty degree difference from Madurai or Chennai on the same day, and visitors coming up from the plains consistently arrive with nothing warm.
A merino wool base layer for women is the single most useful thing to bring, because accommodation heating here is minimal to nonexistent and the evenings are long and cold.
Two monsoons
The Nilgiris catch both the southwest monsoon from June to September and the northeast from October to November, which makes this one of the wetter parts of southern India with a long unsettled season. Fog and drizzle are the default for months.
The toy train is a slow, cold, wonderful five hours
The Mettupalayam to Ooty line climbs through 208 curves and 16 tunnels, much of it in open sided carriages. It is the reason many people come and it is not a heated experience.

Footwear
Warm and waterproof. Waterproof hiking shoes are the right call for most of the year: the tea estate paths are wet clay, the town streets drain badly, and the Doddabetta and Nilgiri trails are muddy and slick. Wool socks, several pairs.
Shoes come off at temples and in some homes.
Clothing
A proper layering system: base layer, fleece or insulated mid layer, and a waterproof shell. A warm hat and gloves for December and January, which sounds absurd for Tamil Nadu and is not.
Tamil Nadu is conservative and Ooty is a family destination; covered shoulders and knees is the comfortable baseline and long trousers are warmer anyway.
For the rain
A genuinely waterproof packable rain jacket, not a showerproof one. An umbrella for the town, which is what everyone here carries. Quick drying clothes, because in fog and 90 percent humidity nothing dries indoors.
For the train and the early starts
Layers you can put on while sitting still. The morning train leaves Mettupalayam early and climbs into cold air, and the open carriages have no glazing. A thermos is what Indian families bring.
For sun
A wide brim sun hat and sunscreen for the clear days, because at 2,240 metres the UV is strong even when the air is cold, and the tea slopes are unshaded. Leeches appear on forest paths in the wet months.
What to Wear at Key Sites
The Nilgiri Mountain Railway
From Mettupalayam at 326 metres to Ooty at 2,203, using an Abt rack system on the steepest sections, hauled by steam on the lower stretch. Coonoor to Ooty is the shorter option if five hours is too much.
Practically: book well ahead, since seats sell out weeks in advance in season, and dress for the temperature at the top rather than the bottom. Open sided carriages, no heating, and a long slow climb. Take food and water; there is little on board.
The tea estates and Coonoor
The slopes around Ooty and Coonoor are planted with tea and there are factories that show the processing. Coonoor, 600 metres lower and considerably quieter, has Sim's Park and the Dolphin's Nose viewpoint.
Practically: estate paths are steep, wet and slippery clay. Ask before photographing pickers, who are working. Coonoor is the better base if you want calm rather than the Ooty crowds.
Doddabetta and the gardens
Doddabetta at 2,637 metres is the highest point in the Nilgiris, reached by road, with a telescope house at the top. The Government Botanical Garden of 1848 covers 22 hectares with a fossilised tree trunk said to be twenty million years old.
Practically: Doddabetta is frequently in cloud, which is the standard experience, and it is cold and windy. The gardens are pleasant and very crowded on weekends and holidays.
Mudumalai and the Nilgiri Biosphere
Mudumalai Tiger Reserve is an hour away on the Karnataka border, part of the largest protected area in southern India, with elephants, gaur, leopards and a small tiger population.
Practically: safaris are run by the forest department in their own vehicles at set times, and private vehicles are restricted. The road through the reserve closes to traffic at night for wildlife. Long sleeves and neutral colours.
The eucalyptus and what it did
The Nilgiri slopes are covered in eucalyptus and wattle, and neither belongs here. Both were planted by the British from the 1840s, eucalyptus for fuel and oil and wattle for tanning bark, on land that had been shola forest and grassland, a mosaic ecosystem found nowhere else and now reduced to fragments in the folds of the hills.
Nilgiri eucalyptus oil is sold in every shop in Ooty and is genuinely good for a blocked chest in this damp climate. It is also the product of a plantation system that drains groundwater and suppresses native regeneration, and there are active restoration projects trying to pull the shola grassland back.
Practically: the surviving shola patches are the best walking here and the places to see Nilgiri tahr, the endemic mountain goat, and the endemic birds. Ask locally which trails reach them rather than defaulting to the viewpoint circuit, which is mostly plantation.
The Toda settlements
The Toda are an indigenous people of the Nilgiris with a distinctive barrel vaulted architecture and an economy built historically around buffalo. Some settlements receive visitors.
Practically: these are homes rather than attractions. Go with a guide who has a relationship there, ask before photographing anyone, and buy the embroidery directly if you want to support the community.
What Not to Bring
Leave the assumption that southern India is hot. This is the mistake nearly everyone makes and it makes for a miserable first night.
Leave cotton, which will not dry. Leave a showerproof jacket. Leave the plan to take the toy train without a booking, and leave a tight schedule in either monsoon.
Essential Resources for Women in Ooty
Emergency numbers in India: 112 is the national emergency number. Police 100, ambulance 102 or 108, fire 101. The women's helpline is 1091 and Tamil Nadu operates a state line as well.
Tourist support: India operates a 24 hour multilingual tourist helpline on 1363. Tamil Nadu Tourism has an office in Ooty, and the Nilgiris district police maintain a presence at the main sites in season. A stolen passport needs an FIR filed at the local station before the embassy can issue a replacement.

The relevant consulate for Tamil Nadu is the US Consulate General in Chennai, 220 Anna Salai, around eight hours away by road. Main hospital or clinic: the Government Headquarters Hospital in Ooty handles routine care, and there are private clinics in the town. Anything serious goes to Coimbatore, around three hours down the ghat road, which has the large private hospitals for the region. Travel insurance is advisable.

Solo women safety assessment: Ooty is a comfortable destination for a woman travelling alone. It is a family hill station rather than a party town, the domestic visitors are overwhelmingly couples and families, the town is small and walkable, and Tamil Nadu is among the easier Indian states for solo female travel. Violent crime against visitors is rare and the atmosphere is unthreatening. Expect staring, which is standard for a foreign woman in southern India and is usually curiosity; dressing conservatively reduces it, and warm layers do that anyway here. Petty theft is at a low level, concentrated in the busy market and the bus stand. The practical risks are cold, roads and wildlife. Hypothermia is not a serious threat but being genuinely cold and damp for days in unheated accommodation makes people ill, and it is the commonest complaint among visitors who packed for the plains. The ghat roads up from Mettupalayam and Coimbatore are steep with many hairpins, driven fast, and prone to landslides in monsoon; road accidents are the most likely serious incident. In and around Mudumalai and the forest fringes, elephants are the genuine hazard: they move through the plantations at dawn and dusk, encounters kill people every year in this region, and the night road closure exists for that reason. Do not walk forest edges at those hours and take local warnings seriously.
