Dubai Packing List for Women: What to Wear and Pack

Dubai is the most misunderstood destination in the Middle East in terms of what women need to pack and how they need to dress.

The common misconception is that Dubai requires extremely conservative dress throughout. The reality is more nuanced. Dubai is a cosmopolitan global city with a Muslim majority Emirati population and a large international expatriate community. The dress code varies dramatically by context. In the Burj Khalifa, in Dubai Mall, in the upscale restaurants of Downtown Dubai and DIFC, and on the beach at JBR and Jumeirah, international dress norms largely apply. In the old city areas of Deira and Bur Dubai, in the souks, and in mosques and government buildings, modest dress is required and genuinely expected.

Understanding Dubai's Climate

Dubai has two distinct seasons and one transitional period.

The peak season from October through April is when Dubai is at its best for most travelers. Temperatures are warm and comfortable for outdoor activity, ranging from the low 20s to the low 30s Celsius. December through February are the coolest months with genuinely pleasant evenings and some nights requiring a light layer.

Summer from May through September is extremely hot. Temperatures regularly exceed 40 to 45 degrees Celsius with high humidity from the Gulf making it feel significantly hotter. Outdoor activity during daylight hours from June through August is uncomfortable to the point of being dangerous for sustained periods. The city functions almost entirely indoors during summer. Summer is also when hotel prices drop significantly and the city is less crowded.

The Dress Code Reality in Dubai

Dubai has a tiered dress code that visitors need to understand practically.

Beach and pool areas: Swimwear is entirely acceptable at hotel beaches, public beaches, and pool areas. Cover up when leaving the beach for streets or malls.

Malls and tourist attractions: Standard smart casual international dress is the norm. Shoulders and knees do not need to be covered at Dubai Mall or similar venues. However very revealing clothing is technically not appropriate and can draw attention.

Souks, Deira, and Bur Dubai: The traditional commercial areas of old Dubai are more conservative. Covered shoulders and knees are appropriate and respectful here.

Mosques: Covered shoulders, covered knees, and a head covering are required. The Sheikh Zayed Grand Mosque in Abu Dhabi provides abayas at the entrance but bringing your own lightweight scarf and modest clothing is more practical.

Base Layer

Downtown Dubai and the Burj Khalifa area is the iconic Dubai. The Burj Khalifa at 828 meters is the tallest building in the world and the observation decks offer views that on clear days extend to the curve of the earth. The Dubai Fountain show in the Burj Khalifa Lake runs every evening and is one of the great free spectacles in the city. Dubai Mall below the Burj Khalifa contains an aquarium, an ice rink, and a waterfall alongside its 1,200 stores.

The Dubai Creek and Old City in Deira and Bur Dubai is the historical heart of the city. The gold souk contains the highest concentration of gold jewelry in the world. The spice souk sells saffron, frankincense, and rose water in open sacks. The abra traditional wooden water taxis crossing the Creek for one dirham are the most atmospheric transportation experience in the city.

The Desert Safari is the experience most Dubai visitors cite as most memorable. Standard safaris include dune bashing in 4WD vehicles, sandboarding, camel riding, and an evening camp dinner.
